Matt is a senior projects lawyer and Head of Energy (Southern Africa) in the global law firm Norton Rose Fulbright. His practice concentrates on major energy and infrastructure projects in Sub-Saharan Africa, and is a highly-experienced and trusted advisor to clients across all energy sectors (thermal power, renewables, energy storage, nuclear, and oil & gas).

As a projects structuring and construction and operations specialist, Matt has been closely involved in all of the major new generating capacity procurements in South Africa, including multiple projects in all of the rounds of the South African Renewable Energy IPP Procurement Programme and in the current Risk Mitigation IPP Procurement Programme. Matt also has a specialist focus in electricity market regulation and trading, and has been at the forefront of developing bankable private corporate PPAs for ‘behind-the-meter’ co-located embedded generators and ‘remote’ distributed generators for projects at various mines and other major intensive energy users. Matt’s market regulation work presently includes consulting to key government- and private stakeholders on third party access to the South African transmission and distribution systems and potential restructuring of the SA electricity market, and assistance to the East Africa Power Pool in the development of Bilateral Trading Agreements and access protocols.
